
Zo ontmantelt Shell platformen in het Brentveld

Het Brentveld is één van de grootste olie- en gasvelden op 186 kilometer ten noordoosten van de Shetland Eilanden. Het veld bevat vier productieplatformen: Brent Alpha, Brent Bravo, Brent Charlie en Brent Delta. Na ruim veertig jaar, nadert het veld het einde van zijn levenscyclus. Brent Delta stopte met produceren in 2011, Alpha plus Bravo volgden in 2014, Charlie zal nog enkele jaren blijven produceren.
Shell onderzocht de mogelijkheden om de platformen een tweede leven te geven voor onder meer CO₂-opslag en windenergie, maar hergebruik bleek geen haalbare kaart. De leeftijd van de platformen, de afstand tot de kust, de ruige omstandigheden op de Noordzee, het gebrek aan vraag naar herbruikbare platformen en de kosten van de modernisering stonden een tweede leven in de weg. Het alternatief: de productieplatformen ontmantelen; een complexe operatie. Shell stelde zichzelf daarbij ten doel om met een voorstel voor ontmanteling te komen dat rekening houdt met veiligheid, technologische grenzen, gevolgen voor het milieu en wat financieel en maatschappelijk verantwoord is.

Vanaf 2007 ging Shell in gesprek met een grote schare belanghebbenden en verkreeg zo de inbreng van meer dan vierhonderd personen bij meer dan 180 organisaties. Daaronder: milieugroeperingen, overheden, universiteiten en belangenorganisaties voor de visserij. Bovendien werden sinds 2007 meer dan driehonderd wetenschappelijke en technische studies verricht. Deze onderzoeken zijn beoordeeld door een groep van onafhankelijke wetenschappelijke experts.
De inbreng van belanghebbenden en studies resulteerde in een reeks aanbevelingen voor de ontmanteling van het Brentveld. Een van de belangrijkste was om de top van de platformen te verwijderen, maar de betonnen fundamenten en tanks te laten staan. Onderzoek en onafhankelijke toetsing van dat onderzoek leerde dat resten in deze betonnen basis geen wezenlijke hoeveelheden bevatten van niet-biologisch afbreekbare verbindingen. Deze resten kunnen de komende honderden jaren veilig in de betonnen cellen opgesloten blijven. Van alle onderzochte opties, bleek de gekozen oplossing het beste voor mens en milieu.
