Niet vanwege Bauer’s enigszins voorspelbare militair-geopolitieke inleiding over de afsluiting van de Straat van Hormuz door Iran, de oorlog in Oekraïne en het opblazen van de Nord Stream-gaspijpleidingen in de Oostzee. Maar wel opvallend door de 22 gerenommeerde experts die aan het rapport meewerkten.\u003Ca id=\"aanbevelingen\"\u003E\u003C/a\u003E\u003C/p\u003E\r\n\u003Cp\u003EHet resultaat: \u003Cb\u003E32 aanbevelingen over hoe Nederland zichzelf beter kan redden op energievlak.\u003C/b\u003E Daar zitten open deuren bij, zoals \u003Ci\u003EMaak vaart met de energietransitie\u003C/i\u003E (1e aanbeveling), \u003Ci\u003EMaak haast met de verzwaring van het elektriciteitsnet\u003C/i\u003E (2e) en \u003Ci\u003EAdresseer traagheid in besluitvorming\u003C/i\u003E (6e). Maar belangrijke waarschuwingen staan eveneens hoog in de lijst: \u003Ci\u003EIdentificeer en adresseer alle “single points of failure” in de energievoorziening (3e\u003C/i\u003E) en \u003Ci\u003EOverweeg overtollige gascentrales, biomassacentrales en kolencentrales technisch operationeel te houden (5e)\u003C/i\u003E.\u003Ca id=\"voorraden\"\u003E\u003C/a\u003E\u003C/p\u003E\r\n\u003Ch2\u003E\u003Cb\u003EStrategische voorraden\u003C/b\u003E\u003C/h2\u003E\r\n\u003Cp\u003EDe oproep van de rapportmakers om te \u003Ci\u003EInvesteren in strategische voorraden\u003C/i\u003E (7e) van \u003Cb\u003Ebenzine, diesel en aardgas\u003C/b\u003E was te verwachten, maar ze willen die ook voor kritische grondstoffen en \u003Cb\u003Ehalffabricaten, waterstof en getorrificeerde biomassapellets\u003C/b\u003E. En de groep van 23 experts pleit er voor dat Nederland de kar trekt in opslag van aardgas en waterstof om België en wellicht Duitsland te helpen. “Buurlanden met minder geschikte mogelijkheden”, verduidelijken ze.\u003C/p\u003E\r\n\u003Cp\u003EDe rapportmakers zien ook graag \u003Ci\u003EInvesteringen in kleinschalige back-up-capaciteit\u003C/i\u003E (21e). “Zoals een stopcontact op bussen en vrachtwagens (zodat die) een rol kunnen vervullen in \u003Cb\u003Enoodstroomvoorziening bij maatschappelijk belangrijke punten\u003C/b\u003E.” Een rollende aggregaat dus. En ze zien graag hybride energieoplossingen: “Als het ene systeem faalt, kan het andere systeem de functie overnemen”. In 2022 verlaagde de overheid energiebelastingen, maar die zijn volgens de rapportmakers ook in 2026 niet geschikt om burgers te ontzien.\u003C/p\u003E\r\n\u003Cp\u003E“De verlaging van benzineaccijns, met als gehanteerd argument het ontzien van lage inkomens, kwam voor het overgrote deel terecht bij mensen die het niet nodig hadden”, stelt Kees van der Leun, van de denktank Common Futures. “Handhaven van voldoende \u003Cb\u003Ehoge brandstofaccijnzen is bovendien belangrijk\u003C/b\u003E voor het behoud van een \u003Cb\u003Evoldoende sterke financiële drijfveer voor elektrificatie van het wegverkeer\u003C/b\u003E.”\u003C/p\u003E\r\n\u003Ch2\u003EEen tandje bijzetten\u003C/h2\u003E\r\n\u003Cp\u003EAndere Europese landen gingen in maart en april dit jaar wel over tot maatregelen. Relatief simpele buurtbatterijen om die EV’s te kunnen laden zouden de weerbaarheid van het hele land vergroten. “Lowtech-energieopslag hoort zeker in dit scala”, aldus Bob van der Zwaan van de Universiteit van Amsterdam.\u003C/p\u003E\r\n\u003Cp\u003E\u003Cb\u003ESlimme manieren om drukte op het elektriciteitsnet (\u003Ca href=\"https://www.shell.nl/over-ons/nieuws/shell-venster-2025/netcongestie.html\"\u003Enetcongestie\u003C/a\u003E) te verkleinen\u003C/b\u003E, horen ook bij de aanbevelingen in het document. Shell heeft dit onder meer geregeld voor \u003Ca href=\"https://www.shell.nl/over-ons/nieuws/nieuwsberichten-2023/slim-laden-op-reuzenschaal-shell-en-dhl-laten-zien-dat-het-kan.html\"\u003EDHL in Brussel en Nieuw-Vennep\u003C/a\u003E, maar past het ook toe op de eigen locaties als \u003Ca href=\"https://www.shell.nl/over-ons/nieuws/2025/shell-pernis-en-linde-gaan-stroom-delen-in-een-e-hub.html\"\u003EShell Pernis\u003C/a\u003E en \u003Ca href=\"https://www.shell.nl/over-ons/wat-wij-doen/zon.html#koegorspolder\"\u003Ezonnepark Koegorspolder\u003C/a\u003E.\u003C/p\u003E\r\n\u003Cp\u003E“Start met enkele overtuigende \u003Ci\u003Ebest practices\u003C/i\u003E, zoals bedrijventerrein Zwolle–Hessenpoort, met experimenteerstatus en tijdelijke regelruimte om snel te leren. Vertaal die lessen naar gestandaardiseerde hub-typologieën, contracten en technische ontwerpen”, schrijft Tom Middendorp van het \u003Ci\u003EInternational Military Council on Climate and Security.\u003C/i\u003E\u003C/p\u003E\r\n\u003Ch2\u003E\u003Cb\u003EDuurzaam of veilig?\u003C/b\u003E\u003C/h2\u003E\r\n\u003Cp\u003EHet pleidoo van de groep van 23 heeft nog tientallen andere voorbeelden en adviezen die de moeite waard zijn. Ze zijn volgens ex-defensiebaas Bauer geen keuze tussen of duurzaam of veilig. “Dit is niet een tijdperk om te wachten tot iemand anders onze problemen gaat oplossen. Dit is een tijdperk voor strategisch leiderschap, ook in de energiesector. Als we autonoom en veilig willen worden en blijven, zullen we moeten prioriteren en investeren.
