De raffinageroute is een maatregel van de overheid om olieraffinaderijen over te halen steeds meer op groene waterstof te draaien.\u003C/p\u003E\r\n\u003Cp\u003EGroene waterstof wordt gemaakt van water, en elektriciteit afkomstig van wind of zon. Door deze duurzame waterstof te gebruiken in plaats van waterstof gemaakt uit bijvoorbeeld aardgas, kunnen fabrieken op een schonere manier onder meer benzine maken. Met minder CO\u003Csub\u003E2\u003C/sub\u003E-uitstoot tijdens het productieproces. Het idee van de raffinageroute is dat raffinaderijen steeds meer groene waterstof willen gaan gebruiken, wat de productie van groene waterstof stimuleert.\u003C/p\u003E\r\n\u003Ch2\u003E\u003Cb\u003EDat klinkt goed, is er nog een andere route?\u003C/b\u003E\u003C/h2\u003E\r\n\u003Cp\u003EJa, dat is de route die groene waterstof direct richting de transportsector brengt. Dan gaat de groene waterstof via een pomp zo de tank van een vrachtauto in. Of van een binnenvaartschip. Die route is duurzamer, omdat rijden of varen op groene waterstof helemaal geen CO\u003Csub\u003E2\u003C/sub\u003E-uitstoot veroorzaakt. Er is alleen een probleem. Het aantal vrachtauto’s dat op waterstof rijdt, is nog te klein om hiervoor op grote schaal grote schaal waterstof te produceren. Datzelfde geldt voor het aantal binnenvaartschepen.\u003C/p\u003E\r\n\u003Ch2\u003E\u003Cb\u003EWordt er al groene waterstof geproduceerd in Nederland?\u003C/b\u003E\u003C/h2\u003E\r\n\u003Cp\u003EOp dit moment weinig. De overheid heeft als doel dat er 4 gigawatt aan groene waterstof kan worden geproduceerd vóór eind 2030. De eerste grote bijdrage komt van Holland Hydrogen 1, de groene waterstoffabriek die Shell op de Tweede Maasvlakte bouwt. Die heeft een vermogen van 200 megawatt en zal bij opening de grootste van Europa zijn. In afwachting van de ontwikkelingen in de transportsector zal deze waterstoffabriek groene waterstof leveren aan onder meer de raffinaderij van Shell Energy and Chemicals Park Rotterdam in Pernis, om de productie van brandstoffen daar te vergroenen.\u003C/p\u003E\r\n\u003Ch2\u003E\u003Cb\u003EHet begrip raffinageroute is de laatste tijd regelmatig in het nieuws, hoe komt dat?\u003C/b\u003E\u003C/h2\u003E\r\n\u003Cp\u003EDat heeft met de waardering van groene waterstof te maken. Het zit zo. Brandstoffenleveranciers moeten aantonen dat zij hun transportbrandstoffen verduurzamen. Ze kunnen bijvoorbeeld biobrandstof bijmengen, of waterstof leveren. Dat wordt gewaardeerd met zogenoemde hernieuwbare brandstofeenheden (HBE’s).\u003C/p\u003E\r\n\u003Cp\u003EHet kabinet bedacht eerder voor groene waterstof die voor de industrie is bestemd een \u003Cb\u003Ecorrectiefactor\u003C/b\u003E. Een kilo groene waterstof voor de industrie wordt maar voor 400 gram meegerekend. Groene waterstof direct voor een waterstofauto telt wel gewoon volledig mee. Dit zorgde ervoor dat raffinaderijen aan het twijfelen sloegen om duurdere maar groene waterstof te gaan gebruiken.\u003C/p\u003E\r\n\u003Ch2\u003ECorrectiefactor, nieuw woord van de maand?\u003C/h2\u003E\r\n\u003Cp\u003EWare het niet dat de correctiefactor in de onlangs gepresenteerde voorjaarsnota van het Nederlandse kabinet weer is afgeschaft. Zo moet de vraag naar groene waterstof toenemen. It’s a government initiative aimed at encouraging oil refineries to increasingly operate using renewable hydrogen.\u003C/p\u003E\r\n\u003Cp\u003ERenewable hydrogen is produced from water and electricity generated by wind or solar power. By using this sustainable hydrogen instead of hydrogen made from natural gas, for example, factories can produce fuels like gasoline in a cleaner way—with less CO₂ emissions during the production process. The idea behind the refinery route is that refineries will increasingly want to use renewable hydrogen, which in turn stimulates its production.\u003C/p\u003E\r\n\u003Ch4\u003ESounds good—are there other routes?\u003C/h4\u003E\r\n\u003Cp\u003EYes, there’s also a route that brings renewable hydrogen directly to the transport sector. In this case, renewable hydrogen goes straight from the pump into the tank of a truck or an inland vessel. This route is even more sustainable, as hydrogen powered engines produce no CO₂ emissions at all. The problem? The number of hydrogen-powered trucks is still too small to justify large-scale hydrogen production for this purpose. The same goes for inland vessels.\u003C/p\u003E\r\n\u003Ch4\u003EIs renewable hydrogen already being produced in the Netherlands?\u003C/h4\u003E\r\n\u003Cp\u003ECurrently, very little. The Dutch government aims to have 4 gigawatts of renewable hydrogen production capacity by the end of 2030. The first major contribution will come from \u003Ci\u003EHolland Hydrogen 1\u003C/i\u003E, the green hydrogen plant Shell is building on the Tweede Maasvlakte plains west of Rotterdam. With a capacity of 200 megawatts, it will be Europe’s largest upon opening. While waiting for developments in the transport sector, this plant will supply renewable hydrogen to, among others, Shell’s refinery in Pernis to help make fuel production more sustainable.\u003C/p\u003E\r\n\u003Ch3\u003EThe term “refinery route” has been in the news a lot lately—why?\u003C/h3\u003E\r\n\u003Cp\u003EIt has to do with how renewable hydrogen is valued. Here’s the situation: fuel suppliers must demonstrate that they are making their transport fuels more sustainable. They can do this by blending biofuels or supplying hydrogen. This is rewarded with so-called \u003Ci\u003Erenewable fuel units\u003C/i\u003E (HBE’s).\u003C/p\u003E\r\n\u003Cp\u003EPreviously, the Dutch government applied a correction factor to renewable hydrogen intended for industrial use. One kilogram of renewable hydrogen for industry was counted as only 400 grams. Renewable hydrogen used directly in a hydrogen-powered vehicle, however, counted fully. This made refineries hesitant to use the more expensive but more sustainable hydrogen.\u003C/p\u003E\r\n\u003Ch4\u003ECorrection factor—new word of the month?\u003C/h4\u003E\r\n\u003Cp\u003EIt would be, if not for the fact that the correction factor was abolished in the Dutch government’s recently presented spring budget. This move is intended to increase demand for renewable hydrogen. And that could encourage other parties—like Shell—to build hydrogen plants in the
