
Shell hervat bouw biobrandstoffenfabriek in Rotterdam niet
Shell heeft besloten de bouw van de biobrandstoffenfabriek op Shell Energy and Chemicals Park Rotterdam (Pernis) niet voort te zetten. Het besluit volgt op een grondige commerciële en technische evaluatie naar de concurrentiekracht van het project. De bouw ging aanvankelijk in 2022 van start.
“De marktdynamiek en de verwachte bouwkosten maken het project voor ons uiteindelijk onvoldoende concurrerend om te voldoen aan de vraag van onze klanten naar betaalbare biobrandstoffen”, zegt Machteld de Haan, president Downstream, Renewables and Energy Solutions bij Shell. “Dit was een moeilijke beslissing, maar wel de juiste. We willen onze investeringen richten op projecten die zowel waarde leveren voor onze klanten als voor onze aandeelhouders.”

Shell zet stappen om de meest aantrekkelijke investeringskeuze en samenwerkingspartner te zijn in de energietransitie. Tussen 2023 en 2024 investeerde Shell wereldwijd zo’n 8 miljard dollar in koolstofarme opties, waaronder zon en wind, het afvangen en opslaan van CO2 (CCS), waterstof en biobrandstoffen. In 2024 verhandelde Shell meer dan 10 miljard liter koolstofarme brandstoffen en verkocht het tien keer meer dan het zelf produceerde. In datzelfde jaar werd Shell een van de grootste leveranciers van SAF ter wereld.
Nederland is belangrijk voor Shell. De Nederlandse activiteiten bestrijken het hele energiesysteem – van olie- en gaswinning tot raffinage en een netwerk van tankstations en laadpalen. Shell investeerde de afgelopen jaren €6,5 miljard in een breed scala aan energietransitieprojecten in Nederland. Onder andere in CO2-opslag via het Porthos CCS-project, de ontwikkeling van de groene waterstoffabriek Holland Hydrogen 1 en de installatie van nieuwe fornuizen en elektrificatieprojecten op Shell Chemicals Park Moerdijk.

In 2024 werd Shell een van de grootste handelaren en leveranciers van duurzame vliegtuigbrandstof, met bijna 20% van de totale verkoop in Noord-Amerika en Europa.
Shell werkt samen met Accenture en American Express GBT aan het blockchain-platform Avelia, dat vraag en aanbod van SAF ondersteunt. Op 31 maart 2025 hadden meer dan 57 bedrijven en luchtvaartmaatschappijen transacties uitgevoerd via Avelia, met meer dan 33 miljoen gallon (125 miljoen liter) SAF geïnjecteerd in het bestaande brandstofnetwerk.
Shell levert enkele van de biobrandstoffen met de laagste koolstofintensiteit die vandaag de dag beschikbaar zijn, waaronder bio-ethanol via de joint venture Raízen in Brazilië (Shell belang 44%).
In 2022 nam Shell het afvalverwerkingsbedrijf EcoOils over, dat geavanceerde biobrandstoffen produceert in Maleisië en Indonesië. EcoOils gebruikt geavanceerde recyclingtechnologie om afval te voorkomen en produceert Spent Bleaching Earth Oil (SBEO) en Refined Palm Oil Mill Effluent (R-POME), beide internationaal erkende en gecertificeerde grondstoffen.
Shell nam Nature Energy over in 2023 en heeft momenteel 14 biogasinstallaties in Europa en nog eens 3 in de VS.
Buiten de biobrandstoffensector heeft Shell momenteel één operationele elektrolyser voor hernieuwbare waterstof: 10 MW Refhyne 1 (Duitsland); en twee in aanbouw: 100 MW Refhyne 2 (Duitsland) en 200 MW Holland Hydrogen 1 (Nederland), beide gepland om in 2026 in gebruik te worden genomen.
Shell heeft meer dan 70.000 openbare laadpunten voor elektrische voertuigen.
Shell is onderdeel van de Northern Lights CCS joint venture, ’s werelds eerste grensoverschrijdende CO2-transport- en opslagfaciliteit in Noorwegen, die in augustus haar eerste CO2-injectie heeft voltooid.

Shell’s net-zero emissions target
Shell’s operating plan and outlook are forecasted for a three-year period and ten-year period, respectively, and are updated every year.
