Drie vragen over bouwpauze fabriek biobrandstoffen Pernis
Het moet een van de grootste biobrandstoffabrieken van Europa worden. Van afval gaat er duurzame vliegtuigbrandstof en hernieuwbare diesel worden gemaakt. Maar zomer 2024 is de bouw van deze nieuwe HEFA-biobrandstoffenfabriek op Shell Energy and Chemicals Park Rotterdam (Pernis) onderbroken. Waarom? Drie vragen over de pauzeknop van Pernis.

1. Waarom is de bouw van de biobrandstoffenfabriek van Shell in Pernis gepauzeerd?
In de zomer van 2024 heeft Shell besloten om de bouw van de HEFA-biobrandstoffenfabriek op Shell Energy and Chemical Park Rotterdam (Pernis) op te schorten. Shell gelooft in de toekomst van schonere brandstoffen, inclusief brandstoffen gemaakt met biologisch materiaal (biobased)-brandstoffen. Ze zijn bedoeld voor klanten die daarnaar op zoek zijn, omdat ze een belangrijk middel zijn om klanten betaalbare en schonere oplossingen te bieden.
De tijdelijke bouwstop stelt Shell in staat om het technische ontwerp van de fabriek verder te optimaliseren. Voor Shell is de HEFA-biobrandstoffenfabriek een groot en complex project met een innovatief ontwerp, waarin op een nieuwe manier wordt samengewerkt met partners. De bouwpauze geeft alle betrokkenen de ruimte om het technisch ontwerp aan te scherpen. Dat is ook nodig om de fabriek concurrerend en levensvatbaar te maken, essentieel voor een rendabele energietransitie.
2. Wat is er gebeurd bij de fabriek voor biobrandstoffen sinds het begin van de bouwpauze en wat is de volgende stap?
De bedrijvigheid op de bouwplaats is sterk afgenomen. Medewerkers zijn nog wel bezig aan om de installatie en de onderdelen te verpakken, om ze goed te kunnen bewaren. Zo zijn leidingen, pompen en de fundering op de bouwplaats van een bescherming voorzien, zodat ze niet beschadigd raken. Andere experts werken aan het ontwerp en het te behalen rendement van het project, om zo een duidelijk plan vooruit uit te stippelen.
3. Gaat Shell andere bouwprojecten voor de energietransitie in Nederland ook pauzeren?
De bouwpauze van de biobrandstoffenfabriek in Pernis heeft geen gevolgen voor andere al lopende bouwprojecten van Shell in Nederland. De bouw van de groene waterstoffabriek Holland Hydrogen 1 gaat door. Ook de werkzaamheden aan Porthos, het project dat CO₂ opslaat onder de Noordzee, zijn in volle gang. In Moerdijk werkt Shell verder aan energiebesparing en vierden we onlangs de opstart van een fabriek die chemische circulariteit mogelijk maakt.
Three questions about the construction pause of the HEFA biofuels plant in Pernis

It is planned to be one of Europe's largest biofuel plants. Where waste is made into sustainable aviation fuel and renewable diesel. But in the summer of 2024, the construction of this new HEFA biofuels plant in Pernis, near Rotterdam in the Netherlands, has been paused. Why? Three questions about Pernis' pause button.

1. Why has the on-site construction of the new HEFA biofuels plant been paused?
In the summer of 2024, Shell has decided to pause the on-site construction of the HEFA biofuels plant in Pernis. Shell believes in the future of cleaner and bio-based fuels, as they are an important means to provide our customers with affordable and cleaner solutions. The pause in on-site construction allows us to tackle technical challenges and further optimise the design of the plant.
For Shell, the HEFA biofuels plant is a large and complex project with an innovative design, in which we work with partners in a new way. The on-site construction pause gives us the space to focus on fine-tuning the design. Also, Shell wants to ensure we have competitive and viable assets that will be positioned to meet the pace of customer demand. A profitable plant is needed, also in the energy transition.
2. What has happened since the on-site pause and what is next?
Activity at the construction site has decreased considerably. However, there is still work ongoing to store the plant and the parts properly. Pipes, pumps and foundation on the construction site are well packed so that they are not damaged. Others are working on the detailed engineering and looking at the economics of the project. These actions will help to give us more clarity about the project’s engineering needs and a commercial path forward.
3. Will the on-site construction pause also have consequences for Shell's other major construction projects in the energy transition in the Netherlands?
No. The construction of the Holland Hydrogen 1 is continuing. And the work on Porthos, the project that stores CO2 under the North Sea, also remains in full swing. In Moerdijk, we continue to work on energy savings and have recently celebrated the start-up of a factory that makes chemical circularity possible.
