Samen met het in maart 2022 geopende zonnepark Sas van Gent-Zuid is zonnepark Koegorspolder goed voor de helft van de zonne-energiebelofte van 200 MW van de gemeente Terneuzen tot 2030. De opgewekte stroom helpt onder meer bij de verduurzaming van de industrie.

Samen maken we Terneuzen hiermee duurzamer en daarmee nog meer leefbaar.”
Zonnepark Koegorspolder wordt stapsgewijs operationeel. Het is oorspronkelijk ontstaan en ontwikkeld door SolarEnergyWorks, een zonnepark-ontwikkelaar met wie Shell samenwerkte gedurende de ontwikkelings-fase voordat het project werd overgenomen en Shell eigenaar werd. Shell startte de bouw op 16 mei 2022, deze zomer produceerde het zonnepark de eerste stroom en de laatste testen vinden nu plaats. Naar verwachting draait het zonnepark eind dit jaar op volle toeren.
Uniek tegen files op het stroomnet
Uniek is dat Koegorspolder aangesloten is op al bestaande stroomnetten en geen nieuwe aansluiting heeft op het stroomnet. Dat helpt netcongestie – files op het stroomnet – voorkomen. Het noordoostelijke deel van het zonnepark, Tractaatweg, is gekoppeld aan de stroomnetaansluiting van het nabijgelegen Windpark Koegorspolder terwijl het zuidwestelijk deel, Sluiskil, stroom levert via de verbinding van Yara Sluiskil.
Biodiversiteit: ecologen vanaf begin betrokken
Net als bij zonnepark Sas van Gent-Zuid, past Shell in de Koegorspolder praktijkervaring over biodiversiteit toe die op andere zonneparken in Nederland is opgedaan. Daar waren ecologen vanaf het begin betrokken. Zo zijn de zonnepanelen verder uit elkaar geplaatst dan vroeger, om het leven onder de panelen – bloem- en kruidenrijk grasland – meer ruimte te gunnen. Het gras onder de panelen blijkt bovendien heel voedzaam te zijn voor grazers zoals schapen of kleine knaagdieren.
Samen met North Sea Port, de Zeeuwse Milieufederatie, Yara Sluiskil en Shell is er een zogenoemde Tijdelijke Natuur-zone aangelegd op en rond het zonnepark. Dat is goed voor de slechtvalken die de duivenstand in toom kunnen houden. Bijen bevruchten de hoogstamfruitboomgaarden en op het zonnepark komt nog meer typisch Zeeuwse beplanting.
Duurzaamheidsfonds Terneuzen
Shell draagt bij aan het duurzaamheidsfonds van de gemeente Terneuzen met duizend euro per opgestelde MW per jaar voor een periode van 15 jaar. Dit fonds is bedoeld om de duurzame ontwikkeling in Terneuzen te versnellen en projecten te realiseren.
Het zonnepark mag volgens de omgevingsvergunning 25 jaar blijven. Daarna worden de installaties van het zonnepark verwijderd en brengt Shell de locatie in oorspronkelijke staat terug.

Shell opens its largest solar park in Europe in Terneuzen
Shell has opened the Koegorspolder solar park together with the municipality of Terneuzen and partners. With a total of 128,304 solar panels and a peak capacity of 71.1 megawatts, Shell's sixth solar park in the Netherlands is the largest of the company in Europe. The Koegorspolder solar park will give a major boost to achieving Zeeland's climate goals.
Together with the solar park in Sas van Gent-Zuid, which opened in March 2022, the Koegorspolder solar park accounts for half of the municipality of Terneuzen's 200 MW solar energy goal until 2030. The generated electricity will help, among other things, to make the industry more sustainable.

Solar park Koegorspolder will become operational step by step. It was originally initiated by SolarEnergyWorks, a solar developer with whom Shell partnered during development stage before taking over and becoming the owner later on. Shell started construction on May 16 2022, this summer the solar park produced its first power and final testing is now taking place. The solar park is expected to be fully operational by the end of this year.
Unique counter to grid congestion
A unique feature is that Koegorspolder is connected to existing power grids and does not have its own new connection. This helps prevent grid congestion – “traffic jams” on the power grid. The northeastern part of the solar park, Tractaatweg, is linked to the power grid connection of the nearby Koegorspolder wind farm, while the southwestern part, Sluiskil, is connected to Yara Sluiskil grid connection.
Biodiversity: ecologists involved from the start
As with the Sas van Gent-Zuid solar park, Shell is applying practical experience on biodiversity gained at other solar parks in the Netherlands in the Koegorspolder. Ecologists have been involved here from the beginning. For example, the solar panels have been placed further apart than before, to give life under the panels – flower- and herb-rich grassland – more space. The grass under the panels also turns out to be very nutritious for grazing animals such as sheep or small rodents.
Together with North Sea Port, the Zeeland Environmental Federation, Yara Sluiskil and Shell, a so-called “Temporary Nature Zone” has been created on and around the solar park. This is beneficial for the peregrine falcons that can keep the pigeon population in check. Bees fertilize the fruit orchards and the solar park will feature even more typical Zeeland plants.
Terneuzen Sustainability Fund
Shell contributes to the sustainability fund of the municipality of Terneuzen with one thousand euros per MW per year for a period of 15 years. This fund aims to accelerate sustainable development in Terneuzen and to realize projects.
According to the environmental permit, the solar park may remain in place for 25 years. After that, the installations of the solar park will be removed and Shell will return the location to its original state.
