Nieuw pleidooi voor behoud Nederlandse industrieclusters

Samen tegen de deïndustrialisatie van Nederland en met de overheid werken aan concurrerend duurzaam worden. Om zo te bouwen aan een toekomstbestendige economie die werkt voor mens, milieu en Europa. Dat is in het kort de inhoud van het op 1 december verschenen pleidooi “Een basisindustrie om op te bouwen: nu & in de toekomst” van de Industriecoalitie. Shell onderschrijft de conclusies van dit bidbook, gemaakt door het platform van bedrijven en belangenverenigingen uit de Nederlandse basisindustrie. 

Het rapport gaat in op de zes belangrijke industrieclusters in Nederland: Limburg-Chemelot, Zeeland/West-Brabant, Rotterdam-Moerdijk, Noordzeekanaalgebied (regio in en rond Amsterdam), Noord-Nederland en Cluster 6. Dat laatste omvat tien diverse sectoren van glas- en metaalindustrie, afvalverwerking tot chemie, vaak gelegen buiten de grote industrieclusters.

“De bedrijven in onze zes clusters staan op een belangrijk kruispunt”, zo schrijven de rapportmakers. “Nieuwe mogelijkheden zoals windenergie op zee, de komst van nieuwe energiedragers via onze havens en sterke samenwerking bieden een stevige basis. Tegelijk zien we dat investeringen stilvallen, productie naar het buitenland wordt verplaatst en fabrieken sluiten. Verdere deïndustrialisatie moet worden voorkomen voor een weerbaar, toekomstbestending en onafhankelijk Nederland/Europa.“

Shells bijdrage aan de Nederlandse basisindustrie

Ook Shell draagt bij aan een sterkere positie van Nederland, onder meer met stroom van windparken op de Noordzee, de ontwikkeling van duurzame waterstofproductie (Holland Hydrogen 1), de raffinaderij van Shell Pernis en het Shell Chemicals Park Moerdijk. Maar ook met innovatie, samen met meer dan 30 partners, op de Energy Transition Campus Amsterdam én in onderzoeksverbanden met de Nederlandse universiteiten.

Kracht, veiligheid, zekerheid en duurzaamheid

President-directeur Shell Nederland Frans Everts over de conclusies uit het rapport: “Als basisindustrie in Nederland willen wij samen met het nieuwe kabinet werken aan de economische kracht, de energieveiligheid, leveringszekerheid en duurzaamheid voor ons land en Europa. Het is dan wel belangrijk dat er een gelijk speelveld is met de buurlanden. Dus, geen stroomkosten die in Nederland tot wel 65% hoger zijn, of extra maatregelen bovenop het Europese beleid. Wel samenwerken aan goede regels, en verminderen van de regeldruk waar dat kan. Plus het stimuleren van de vraag naar duurzame Europese producten.”

Shell’s net-zero emissions target

Shell’s operating plan, outlook and budgets are forecasted for a ten-year period and are updated every year. New plea to preserve industrial clusters of the Netherlands

Together against the deindustrialisation of the Netherlands and working with the government to become competitively sustainable. In this way, we aim to build a future-proof economy that works for people, the environment, and Europe. That, in short, is the essence of the plea published on 1 December: ‘An industrial base to build on: now & in the future’ by the Industry Coalition. Shell endorses the conclusions of this bidbook, created by the platform of companies and trade associations from base industries in the Netherlands.

The report addresses the six major industrial clusters in the Netherlands: Limburg-Chemelot, Zeeland/West Brabant, Rotterdam-Moerdijk, the North Sea Canal area (the region in and around Amsterdam), the North of the Netherlands, and Cluster 6. The latter comprises ten diverse sectors, ranging from glass and metal industries and waste processing to chemicals, often located outside the large industrial clusters.

“The companies in our six clusters stand at an important crossroad,” the authors write. “New opportunities such as offshore wind power, the arrival of new energy carriers through our ports, and strong collaboration provide a solid foundation. At the same time, we see investments stalling, production being relocated abroad, and factories closing. Further deindustrialisation must be prevented to ensure a resilient, future-proof, and independent Netherlands and Europe.”

Shell’s contribution to the Dutch industrial base

Shell also contributes to strengthening the position of the Netherlands, including through electricity from offshore wind farms, the development of sustainable hydrogen production (Holland Hydrogen 1), the Shell Pernis refinery (Europe’s largest), and Shell Chemicals Park Moerdijk. In addition, Shell drives innovation together with more than 30 partners at the Energy Transition Campus Amsterdam and through research collaborations with Dutch universities.

Strength, security, reliability, and sustainability

President Director Shell Netherlands Frans Everts on the report’s conclusions: “As part of the industrial base of the Netherlands, we want to work with the new cabinet on economic strength, energy security, supply reliability, and sustainability for our country and Europe. It is crucial that there is a level playing field with neighbouring countries. So, no electricity costs that are up to 65% higher in the Netherlands, or extra measures on top of European policy. Instead, we should cooperate on good regulations and reduce regulatory pressure where possible, as well as stimulate demand for sustainable European products.”
